It was 70 years ago that the Japanese conducted a surprise attack upon America at Pearl Harbor, Hawaii. While at that time, it was not a state, it was an American outpost where much of the Pacific fleet was based. The attack had been planned and practiced for several years before it actually was done. There were variations of the final plan that General Yamamoto proposed. He wanted to invade the island with up to 5000 men, which would have caused a disaster for the US, even more so than just an air attack. Luckily, this was canceled due to the long transit time from Japan ( a week). The attack forced America into WW2.
Today, America and Japan are solid allies. The recent warning Japan's MP Nagayama gave is like a "canary in a mine" saying that Russia and China have been cooperating in naval exercises and the very recent Russian exercise of over 20 ships off the waters of Hawaii should raise concern. That exercise was carefully monitored but Russia was testing its weapons and trying to sink a carrier with their missiles from hundreds of miles away. Making the event seem even more serious, a US carrier WAS in the Hawaiian waters off Kauai, and F-22s were scrambled from Hickam AFB on Hawaii to ward off Russian bombers seemed to raise the seriousness. This happened not once, but twice. Clearly, Russia was testing Hawaii's air defenses.
While the Russian fleet has left, their spy ships remain near Hawaiian water but in International waters monitoring. It is clear that Russia is focusing on Hawaii, not just out in the middle of the Pacific. This is a practice rehearsal, at worst, or a test of American defenses and early warnings, at best. In any case, the comments of the Japanese MP Nagayama should be taken seriously; we should not dismiss them as highly improbable.

Nothing would be more humiliating and symbolic than Russia or China making a Pearl Harbor-like attack upon Hawaii. Of course, China and Russia could easily use their ICBMs to effect the same shock value on Guam or Hawaii, but having their aircraft attack Hawaii would be very impactful.
Hawaii and Guam are America's furthest western installations in the Pacific, and would be hard to defend (especially Guam). Russia may be thinking that if it can be done once, it can be done again, as a distraction and to draw US forces away from their main goal, wherever that is.
Japan's Foreign Minister has been outspoken regarding threats from China and Russia. He has also stated that if Taiwan is attacked by the Chinese to retake the renegade province (which broke off relations in 1949) and the US defends Taiwan, Japan will also defend Taiwan. This turned Chinese heads and they responded in a mocking but harsh manner. The bad blood between Japan and China runs deep and for decades. You see, Japan invaded a helpless China in WW2, taking over many areas; and ironically, China's only ally then was—the USA.
